Hsimen Hin-nu Terrace

East Bay Asian Local Development Corporation is a community development corporation that has been dedicated, for nearly 25 years, to the betterment of the East Bay community. EBALDC particularly serves low-income, Asian, and Pacific Islander populations through development of physical, human, and economic assets for individuals and community organizations. EBALDC currently owns and manages over 700 units of affordable housing and 200,000 square feet of community-serving retail space, mostly in Oakland.

EBALDC’s projects include the award-winning Hsimen Hin-nu Terrace in Oakland’s Fruitvale District. The project’s 92 units consist of town homes and apartments for low-income families and seniors. The ground floor houses start-up businesses, as well as a Head Start program that offers convenient child care. EBALDC, in partnership with a local development council, overcame neighbors’ concerns through a series of workshops that utilized participatory modeling.
